The World Maritime University is seeking a Human Resources Manager (HRM) to provideprofessional, operational and strategic Human Resources Management (HRMgt) services to the staff and management of the University.

1. ORGANIZATIONAL SETTING

The World Maritime University (WMU) is a postgraduate and research university established in 1983 by the International Maritime Organization, a specialized agency of the United Nations. WMU offers M.Sc. and Ph.D. programmes, Postgraduate Diplomas, and Professional Development Courses (PDCs) with the highest standards in maritime and oceans education and training. WMU also has a highly respected research programme supported by specialized research groups across the maritime and ocean fields. The Human Resources Manager position is located in the Administration unit at WMU’s headquarters in Malmö, Sweden.
 

2. MAIN PURPOSE

The World Maritime University is seeking a Human Resources Manager (HRM) to provide professional, operational and strategic Human Resources Management (HRMgt) services to the staff and management of the University. The HRM ensures professional and efficient HR administration as the basis for operational efficiency, and ensures the strategic alignment of human resources policies and services with the operations of the University. The HRM reports to the Vice-President for Advancement and Operations. The incumbent is expected to work quite independently on the day-to-day basis. The HRM must ensure that regulations and rules are followed and adequate and relevant procedures are implemented.
 

3. WORKING RELATIONSHIPS

Internal contacts – Incumbent liaises and interacts with the University President, university leadership and all faculty members on a regular basis as well as with support staff as required. The HRM supervises a full-time HR Assistant. External contacts – Incumbent liaises with the IMO, the Swedish Ministry for Foreign Affairs, Swedish Migration Board, Swedish Tax Office, insurance companies, ERP service providers, among others.
 

4. DUTIES, RESPONSIBILITIES

Reporting to the Vice President for Advancement and Operations, the incumbent will be responsible for the following:
 
  • Provide advice and support to other managers on HR matters such as recruitment, applicable regulations and rules, job descriptions, succession and retention planning as well as staff development including performance management;
  • Oversee and facilitate the implementation of Staff Regulations and Rules, HR policies, strategies and continuously reviews where and when appropriate by proposing and developing HR strategies and policies;
  • Plan and implement all HR management activities for the University including the onboarding and separation processes;
  • Manage the recruitment process at the University, striving to hire the best talent globally while keeping in mind the importance of geographic and gender diversity;
  • Responsible for the payroll process (including payroll deductions, salary increases, allowances, absences, holiday balances, etc) for all staff including respective year-end activities;
  • Review all vacancies and ensure the correct grade levels as well as the terminology used;
  • Oversee the HR ERP and related systems and regularly assess the need for system enhancements and/or upgrades;
  • Participate substantively in the preparation of the HR budget, being the budget holder for all HR related costs (including staffing costs), providing the Finance unit with the necessary data for budget purposes;
  • Be the focal point for the staff health insurance as well as for the United Nations Joint Staff Pension Fund (UNJSPF) process;
  • Manage all administrative work required to operating the HRMgt office including the personnel files; letters of appointment, renewals of appointment, etc;
  • Manage the performance management cycle (including staff development);
  • Provide HR statistics and reports as required;
  • Provide staff counseling as required;
  • Contribute to a working environment that supports management and staff to perform optimally;
  • Perform any other tasks as may be assigned by the supervisor.
     

5. MINIMUM REQUIREMENTS – EDUCATION, EXPERIENCE & LANGUAGE SKILLS

EDUCATION

Essential

● University degree in Human Resources Management, business or public administration, social sciences or related field.

EXPERIENCE

Essential

  • At least 5 years of progressive experience in the human resources field.

Desirable

  • Experience in working within the UN system is an advantage and/or with governmental, inter-governmental or non-governmental organizations.
  • Experience in working within a university setting is an advantage.

LANGUAGE SKILLS

Essential

  • Excellent command of English both spoken and written. Desirable

  • Knowledge of another UN language would be an advantage.

  • MS Office package and knowledge and experience of computerized support systems used in HR Management.
