Your expertise in European and German procurement regulations, as well as your ability to manage Requests for Proposals (RFPs) and government tenders, will be instrumental in Quantum System

As a Project Manager in Governmental Sales, you will play a critical role in managing complex military procurement projects across Europe, with a particular focus on Germany. Collaborating with our highly skilled sales team of 7, you will lead efforts to deliver advanced drone technology solutions for defense and governmental agencies.

Your expertise in European and German procurement regulations, as well as your ability to manage Requests for Proposals (RFPs) and government tenders, will be instrumental in Quantum Systems’ goal to become the leading provider of unmanned aerial systems (sUAVs) for military and defense applications.

  • Lead and manage military procurement projects with a primary focus on the German Ministry of Defense (Bundeswehr) and other European defense agencies, ensuring full compliance with national and European Union procurement regulations.
  • Coordinate the RFP process for European and German military tenders, including the preparation, submission, and negotiation of proposals in line with procurement requirements, timelines, and defense standards.
  • Oversee European and German procurement processes, managing complex contracts and ensuring compliance with regulations and EU Defense Procurement Directive.
  • Ensure smooth project execution by managing budgets, timelines, and resources, and overseeing implementation to meet project goals, client requirements, and regulatory standards.
  • Act as the primary point of contact for internal teams and external military stakeholders, including the Bundeswehr and European defense procurement offices, to ensure clear communication, risk assessments, and performance reviews.
  • Work closely with cross-functional teams, including legal, product development, technical experts, and compliance officers, to align efforts across the company and meet the complex requirements of military clients.
  • Provide expert guidance on European and German military procurement laws, such as the German Defense Procurement Regulation (VSVgV), and ensure compliance with NATO procurement standards and EU directives related to defense acquisitions.
  • Develop and present project results, including reports on risk management, compliance, and project milestones, to senior leadership and government officials, ensuring transparency throughout the project lifecycle.

  • Proven experience managing military procurement projects within Europe, specifically with the Bundeswehr and other EU defense agencies.
  • Expertise in German and European defense procurement regulations, including VSVgV, EU Defense Procurement Directive, and relevant German national regulations.
  • Experience handling Requests for Proposals (RFPs), Requests for Information (RFIs), and Invitations to Tender (ITTs) for military or governmental clients.
  • Strong knowledge of defense contracting processes, including negotiation of terms and conditions under European defense frameworks and German acquisition laws.
  • Ability to work effectively within European military procurement environments, navigating complex regulations, timelines, and approval processes across multiple jurisdictions.
  • Strong organizational and project management skills, with a proven ability to manage multi-year, cross-border projects and complex tenders for defense clients.
  • Excellent communication and negotiation skills, with experience engaging directly with military clients and preparing detailed project documentation for government agencies.
